Details:
The new string (generated after the recent string split in trunk)
"Under Despotism the city containing the palace gains a +75% production
bonus, and under Monarchy a +50% production bonus."
contains the percent sign, but lacks the no-c-format directive, which
confuses gettext.
Patch attached.
