Follow-up Comment #2, bug #16854 (project freeciv):
Well, there's game.info.nuke_contamination -- I think that's available on the
client, and fairly simple to test
I did consider removing all mention of Fallout if that's set to "Pollution",
but I'm wary of that -- even if nukes can't generate fallout, scripts can,
can't they? If we were to do that, we'd probably want to conditionalise
helptext_unit() too. I don't think we attempt to conditionalise whether the
"clean fallout" order is displayed in menus etc either.
