Details:

Several issues:
* When a unit-type flag or unit-class flag requirement is seen, the
autogenerated help displays the flags directly; but the flags don't mean
anything to users (they're not displayed in unit help), aren't translated,
etc. It would probably be better to list the unit types or classes that have
that flag (and hope there aren't too many).
* In particular, when a user unit type flag such as "Airbase" is a
requirement, the help prints "(null)" for it.
* "Only applies to %s units" isn't really the form of words I want for patch
#2049, where the requirement is the kind of unit required to *build* a base,
and not (for instance) a benefit received by a unit. The more generic
"Requires %s" is better for me and not obviously worse for other uses. (I
don't think this text currently appears with the supplied rulesets.)
(Also and hardly relatedly, "UnitClassFlag" isn't mentioned in
doc/README.effects.)
