* new command 'delegate'
* needs auth/luasql

Command: delegate - Delegate control to another user.
Synopsis: delegate cancel [player-name]
delegate restore
delegate show [player-name]
delegate take <player-name>
delegate to <username> [player-name]
Level: basic
Description:
This command can be used to delegate the control over a player. It is
only available if freeciv uses authentication. The [player-name]
argument can only be used by connections with the cmdlevel 'admin' or
above. to force the corresponding change of the delegation.
limit commands in delegation mode?
