Follow-up Comment #3, bug #17100 (project freeciv):
This seems to be connected to the 'known' state of the tiles. If you enter
the edit mode, add some explorer in the known territorium of the Danish and
go into the unknown area they will be marked as Danish.
How did you start this game? It is not a autogame as minplayer is set to 1?
