Follow-up Comment #3, bug #16598 (project freeciv):
Your patch seems good.
The problem in bug #15945 was due to the usage of packet_city_info to
investigate a city. With the is-info flag, this packet is not sent if it is
identical to the previous. But, the reception of this packet is used to popup
the city dialog.
For the packet_city_short_info, there is no problem. It is just used as a
single way to give the info of a foreigner city.
