Details:


When successfully attacking/conquering a city with population > 1 then no
population loss occurs. Cities with population = 1 are erased.
The option is set (Menu Options-Remote_Server-Military).


Also when producing a settler unit the city population does not decrease.

I installed the openSUSE rpm freeciv-2.3.99git-6.2.
