Details:

Just noticed that the E/S/T specialist abbreviations aren't being translated
in non-English localisations (for instance they should be "A/S/P" in French,
but aren't).

In this case it's due to using rule_name() instead of untranslated_name() in
send_ruleset_specialists() -- the copy of the abbreviation that the client
gets is missing its qualifier (all the E/S/T strings have them), so cannot be
matched to its translation.

This is introduced by my changes in patch #2077. This is the second bug in
this class (the first being bug #16992), so I should audit to see if there are
any more like it.
