In this case it's due to using rule_name() instead of untranslated_name() in send_ruleset_specialists() -- the copy of the abbreviation that the client gets is missing its qualifier (all the E/S/T strings have them), so cannot be matched to its translation. This is introduced by my changes in patch #2077.
