Follow-up Comment #1, patch #2262 (project freeciv):
For what it's worth, I've checked the bound on the equivalent ruleset
definition (min_dist_bw_cities); that effectively has no upper bound
(RS_MAX_CITIES_MIN_DIST = RS_MAX_VALUE = 10000), so that's all right.
