Details:
This patch makes it possible to give message to be displayed to
freeciv-modpack user in modpack.list (in server side)
Sadly, reason this is now needed is that we have to explain that empty
modpack list is not an error, but "There is no Freeciv 2.3 compatible modpacks
available yet"
