Corrected incorrect handling of technology exchange as gifts - until now
there was major error in if condition.
Improved accepting technology as gifts only when it does not obsoletes any
currently produced building or unit, or when it is currently researched or it
is technology goal.

Introduced additional technology exchange, when ai player is in lower half of
score table, then it searches for another player which is also in lower half
of score table and is not in war with current player. Then with probability
0.2 it tries to suggest tech exchange, without checking whether it is
dangerous, cause being in lower part is rather more dangerous, so it should
improve position.
