Follow-up Comment #1:

There seems to be check that tile has to be visible when function is called
for human player. So it doesn't cheat by seeing in the unknown. That function
header comment is probably just outdatet remain from days when client was
unable to show enemy unit stacks.

Attached patch just removes the comment.
