Details:

When units are managed they are presented to the user in a random order. The
display flits from one continent to another.

After one unit has been managed the next nearest unit (or one which can
attack the same city etc) should be selected.

The current algorithm seems to be to select the unit farthest away from the
current unit.

When units are activated from the dialog they should be put to the top of the
queue for being managed.
