could you please test the attached work in progress patch? It should fix bug
#16855 and insert a new toggle button in the science dialog to show/hide all
not reasearchable techs. file #10721 is used as tech ruleset file for the
experimental ruleset.
I will try to update this (small steps). But it seems to be something for
2.4.0 ...
