Details:
Our policy is that all functions should have header. New functions without
headers are not accepted (or *should* not be accepted, I've noticed that some
such functions has been committed recently) So far adding headers to old
functions missing them has not been done systematically. I'll start such an
systematical patch series - probably one patch for each source directory.
