When I was documenting the multiplayer ruleset (based on rewonder), I
found a couple of things that don't look right. It would be nice to sort
these out for 2.3.0.

There are a couple of possible solutions to each of them. Since I don't
play multiplayer, I'm not sure which is the right answer in terms of
balance etc.

I'm happy to implement whatever the right answer is deemed to be.
