Details:
As has become apparent in patch #2418, we have two different tech_vector
definitions. Patch #2418 did not add one, but rearranged code so that for the
first time there is real conflict between these two definitions. Namespace
conflict is present in stable branches also. Planning to fix this also in S2_3
to avoid future problems there.
