Details:

Ai settler cityspot reservation code assumes that minimum distance is one
given by ruleset option min_dist_bw_cities. Actually server setting
citymindist overrides it.

Fix attached.

For TRUNK I prefer patch #2537 which completely removes min_dist_bw_cities.
We have not that often fixed ai performance bugs in stable branches. This one
should clearly go to S2_3 which is still stabilizing. S2_2 is more open for
discussion. I think this bug degrades ai performance so much when citymindist
has been set, and fix is so low risk, that it is worth including to S2_2.
