Details:
Volga Bulgars (only on trunk as yet, patch #2101) don't have '%s' in their
ruler titles for Fundamentalism, causing warnings when loading a ruleset with
that government, such as "multiplayer":
1: "Grand Mufti" male ruler title for nation "Volga Bulgar" (nb 399) is not a
format. It should match "%s"
1: "Grand Mufti" female ruler title for nation "Volga Bulgar" (nb 399) is not
a format. It should match "%s"
1: Translation of "Grand Mufti" male ruler title for nation "Volga Bulgar"
(nb 399) is not a format ("Grand Mufti"). It should match "%s"

While I'm in there, add ?female: qualifiers to this and mughal.ruleset (which
only uses this ruler title on trunk), to bring them in line with other nations
using this title.
