Details:
Attached patch replaces ruleset combo implementation with deprecated GtkCombo
with GtkComboBoxEntry implementation.
Targeted to 2.3.0 also as long deprecated GtkCombo seems to be somewhat
broken in newer gtk versions, so this can be considered a bugfix for problems
like bug #16399
