Alien ruleset has some effects with requirement "CityTile"/"Center". It now fails to load saying that it's unknown requirement.
http://freeciv.wikia.com/wiki/How_to_update_a_ruleset_from_2.3_to_2.4 does not currently mention how I'm supposed to update such effects/requirements.
