Details:
As noted in bug #18133, there is a special case where the empire size penalty
is entirely disabled if the _sum_ of Empire_Size_Base and Empire_Size_Step is
zero (or less). The popup on the city Happiness dialog doesn't know about
this, so is off by one citizen in its explanation.
Also, README.effects is not up to date with these effects.
