Details:
Currently freeciv-modpack depends on gtk2-client configure checks to work for
it since it too is gtk2-program. freeciv-modpack is build iff gtk2-client is
built.
Attached patch makes freeciv-modpack configure checks independent from
gtk2-client checks. This means that it might be built in conjuction with any
client, not just gtk2.
