Follow-up Comment #2, bug #18033 (project freeciv):
Note that there is one situation where the normal
grouping/matching/conflicts_with stuff is not taken into account, which is
when playing a scenario with assigned start positions. I found this on the
odyssey that ended up with patch #2736.
I have half a cunning plan to fix this, but I haven't raised a ticket for it
yet.
