Details:

The behaviour of clicking on a tech in the research dialog is less than
helpful.

Currently, left-clicking will change the current research if the tech can be
researched immediately. This is annoying. If I have, say, 9,900 bulbs out of
the 10,000 needed, I'm unlikely to want to change my research.

Instead, left clicking should always set the goal (since this is the most
common thing to do). Middle-click will change the current tech if possible, or
also set the goal if not.
