Follow-up Comment #1:
Your map shows two different things:
1: a division by 0 in the search for start positions
2: even if 1 is fixed you have no possible start position - only artic and
mountains ... if you do add some 'good' terrain to the map (only ~5 tiles) and
do a 'set aifill 0' you can start the server
