Details:
Main reason for this patch is working towards making it possible to include
default nations to ruleset that has no government named "Despotism" - or maybe
even worse, it should not be starting government.
This makes init_government-field for individual nations optional. Those
nations that have no init_government defined, will instead start with
government defined in new nations.ruleset compatibility.default_government
-field. For ruleset's where all the nations start with same government (=all
rulesets part of official package), this government needs to be defined just
once instead of separate definition for each nation.
It's still error if init_government *is* defined and that government is
missing from ruleset, so this patch alone does not make it possible to include
default nations to ruleset without despotism. I'll make another ticket about
removal of init_government-fields from individual nations.
