Follow-up Comment #3, bug #19134 (project freeciv):
There's height/depth map. For oceanic non-coastal, non-freshwater tiles
terrain with depth value closest to depth of tile is selected. Tiles shallower
than halfway Ocean and Deep Ocean depth will get Ocean assigned to them,
deeper ones will get Deep Ocean.
I've set depth of Ocean near zero and depth of Deep Ocean quite low in my
ruleset -> haldfway between them is relatively low value.
