Details:
In the intelligence report you can get when you have an embassy (right-click
on nation icon and right-click on resulting nation name), similar to bug
#17766, the scaling of the flag doesn't take into account the original's size.
(Although oddly it doesn't look good with the pre-Amplio2 flag sizes either.)
