Details:

On heavily railroaded maps, engineers are quite happy to take a scenic tour
through the countryside when told to connect-with-irrigation to the adjacent
tile. The path chosen probably isn't any longer than the fewest-moves path,
and could be argued to be a free map refresh, but it's just bizarre.

Connect-with-road and connect-with-railroad don't show these bizarre country
drives.

get_connect_irrig() can probably do to use dest_extra.

[I can't load my savegame with TRUNK so I can't test it there; but this bug
(?) happens so regularly it should be immediately obvious to a regular player
of any version freeciv.]

[Screenshot shows my patch in action that enables connect-with-farmland, but
the same behaviour occurs in vanilla freeciv.]
