Are you aware of the Debian version number comparison algorithm and its

(you can play with it via "dpkg --compare-versions" on a Debian/Ubuntu
system).
I don't think it would work for Freeciv version numbers as they stand, and I
don't know whether there's a portable C library, so I suspect we can't use it.
I mention it as the 800-pound gorilla in the room of total orders on version
strings.
