...regardless of their nation's preferred city style. Reported on the forum
<http://forum.freeciv.org/viewtopic.php?t=7275>, and I've reproduced it on
S2_3 r20743.
Also, it's not obviously possible to change the city style (and leader sex,
etc?) in the editor.
Haven't checked whether other methods of creating players after starting the
game also have this behaviour.
