Details:

This patch adds requirements lists for disasters.

Since disasters are something that players want to avoid, unlike buildings,
units, techs, etc., which player wants, having also negated reqs for disasters
is important enough to justify the addidtional complexity. In typical use-case
nres will contain methods of preventing the disaster, such as "Fire can happen
in city with *no* Fire Department"

This patch adds requirements to civ1 ruleset only. Good rules for our own
ruleset designs is yet to be decided.
