Details:
We had 2.3.99-dev in trunk until it was branched to S2_4 and version umber
changed to 2.3.99-alpha. In freeciv versioning "-dev" means version lesser
than "-alpha". Attached patch (ported directly from cvercmp development) makes
our version number comparisons to handle "-dev" that way.
