Details:

This patch adds "disaster" scripting signal, emitted in case of disaster
happening to a city.

This allows ruleset author to implement disaster his/her own disaster effects
if those standard ones available in simple ruleset format are not suitable.
Just leave disaster effects list in ruleset empty, and make effects in script
connected to "disaster" signal.
