Follow-up Comment #1, bug #19047 (project freeciv):
I think the file (which was server/settlers.c when the comment was added,
r2373 <http://svn.gna.org/viewcvs/freeciv?revision=2373&view=revision> in
2000) is now ai/aisettler.c on S2_3, ai/default/aisettler.c on S2_4.
However, I'm not sure exactly which code was being referred to and where that
might have ended up now. Perhaps it's referring to the stuff that's now in
server/advisors/infracache.c?
