This ticket is for further development after immediate bug #19487 fix for
stable S2_4. Even when tech upkeep is enabled, tech loss should not always
occur immediately when amount of bulbs goes negative.
I also think that ultimately tech loss rules should not depend on whether tech
upkeep is enabled, but be defined separately.
