Follow-up Comment #2, patch #3286 (project freeciv):
It's the GTK+ bundle from September 2010. If you want to experiment with other
versions, you can use this build environment:
http://download.gna.org/freeciv/packages/windows/gnuwin32/gnuwin32-2012-04-08.7z
There has been a problem with some newer GTK+ versions (see bug #18517),
that's why the currently used version is 2.16.6.
