When city trading is disabled there's some special cases I think city trading should still be allowed. 1) An option to allow trading conquered cities back to their original players and/or: 2) When you conquer a city back from the enemy that originally belong to your ally, it would instantly be back his, not yours. Currently there is no way to (except by cheating) to give those cities back to your ally and that's quite unfair for the border nations of bigger alliance. Their cities -- when conquered back from the enemy -- will usually be conquered by your own allies and you loose score unfairly. AFAIK cities already have all the information that this change will required.
