Follow-up Comment #10, patch #2507 (project freeciv):
evyscr spotted in bug #19784 that belgic flags were not added to the
appropriate Makefile. Committing fix immediately, since this will break
installations.
(This nation had a flag_alt of belgium.*, which probably ought to have worked
as a fallback; bug #19784 remains open for making the code work better in this
regard.)
