Details:

AI builds bases for the value provided to the city. It doesn't value bases
based on their defensive bonuses or any other typical base properties. In
fact, this is not about what you would call "base" in real life, but
infrastructure that just can be implemented in freeciv with base concept,
i.e., "base" concept is getting misnomer.

I've tested this by adding tile trade bonus effect for tiles with fortresses.
