Follow-up Comment #4, patch #3313 (project freeciv):
This was actually thrice bad for ai.
1) AI did not build bases, but does now (this kind of food bonus providing
ones), so this one is solved.
2) AI does not build anything on ocean tiles, especially if that would require
co-operation of worker and transport.
3) AI does not consider multiple actions at once. There's no benefit to *only*
build nets, nor is there benefit to *only* build Harbours, so it would never
do either. This has been known problem forever because it has always prevented
AI from building Supermarket+Farmland.
