Details:
Windows installer build scripts are currently in version control, and in S2_3
only. This patch makes them part of release tarball on that branch.
I hate it when older branch already has something that newer has not, as if we
were moving backwards. Could we at least just copy what is in S2_3 to newer
branches so there would be something to build on?
