Details:
We currently have subdirectories for manual and modinst directly under src
root. As I hope to add more such utility programs in the future, this is not
nice solution.
I wrote patch for this some time ago - now I just found it from offsite
backups of my failed development machine, and have not yet tested if it works
with current codebase.
Prior to applying the patch itself, rename directory modinst as 'tools' (name
'utility' is already taken for low-level utility code) and move
manual/civmanual.c there. Directory manual should be removed.
