Details:
Addition to the long list of fortress border claiming bugs:
Since old owner's border claims are never explicitly cleared, but only assumed
to be overwritten with new claims, they are not cleared from all tiles; if
border source mode is lower than EXPAND, new owner does not claim tiles (s)he
doesn't know.
