Follow-up Comment #1, bug #20058 (project freeciv):

Today same problem with 2.4.0-beta1 Gtk Windows package: "Kriðjānis
Valdemārs" (Latvian),  "Džemal Bijedić" (Bosnia) and Dragoş
(Moldavian).
