Details:
freeciv's configure script failed to detect SDL_mixer when building a RPM
package on Fedora with _hardened_build defined in the rpm .spec file.

This is in part due to CFLAGS being copied into CPPFLAGS from the test in
sound.m4 - it looks like it should have read $CPPFLAGS instead.
