Details:

At least with our custom ruleset it's far too easy to get tech from barbarians
/ pirates. They never defend their cities so it's just a matter of walking in.
In a ruleset where tech is made very expensive this gives unfair advantage.

Attached patch introduces "Not_Tech_Source" effect. One cannot get technology
from player with this effect active by any means.
