Thanks for Freeciv! :-)
Please see attached saved game freeciv-T0242-Y01710-manual.sav.bz2. Note the
city of Aarhus, which is under governor control. Pressing "Turn Done" will
cause the Messages tab to show:
Civil disorder in Aarhus
Looking at the View or Cities tabs indicates that Aarhus is in peace.
Attempting to purchase the Stealth Bomber will cause the Messages tab to
show:
Can't buy units when city is in disorder
Game should allow the player to purchase the improvement or unit when the
governor has restored peace.
