Where do you see it like that? In quebecois.ruleset there are is: name=_("Quebecois") plural=_("?plural:Quebecois") i.e. both with capital letter. Oh wait, what language you are playing with? It's affected by the terrain (for coastally located city, name of coastal city second in the list is more likely to get selected than name of inland city first in the list).
